ADMINISTRATIVE REPORT

MEETING DATE: February 26, 2025 AGENDA CATEGORY: Agreements TO: Honorable Mayor and City Council
FROM: Christian Clegg, City Manager
DATE: February 13, 2025
SUBJECT: Agreement with EVALCORP, Inc. (not to exceed $100,500) for Independent Evaluation Services
for the Bakersfield Homeless Services and Prevention Initiative

RECOMMENDATION:

Staff recommend approval of the agreement.

BACKGROUND:

In October 2024, the City of Bakersfield received $1.99 million in state grant funding through the California Board of State and Community Corrections (BSCC) to address homelessness via supportive mental health services, substance use disorder treatment, and diversion programs. The grant requires an independent evaluation of the initiative’s effectiveness, including data collection, performance tracking, and outcome assessment.

On January 13, 2025, the City released a Request for Proposals (RFP) seeking qualified independent evaluators to conduct a comprehensive assessment of the initiative. The evaluation includes:
 Developing a Local Evaluation Plan (LEP) and Local Evaluation Report (LER) to assess program effectiveness.
 Tracking and analyzing recidivism rates, housing stability, and service utilization among justice - impacted individuals.
 Conducting quarterly pro gress reports and stakeholder engagement to ensure alignment with BSCC reporting requirements.

Two proposals were received from EVALCORP, Inc. and Insight Analytics. Following a competitive selection process, EVALCORP, Inc. was selected. The total cost for their services is $100,500.

FISCAL IMPACT:

The contract will be funded entirely through state grant funds and will not impact the City’s General Fund.

COUNCIL GOAL:

Innovative and Efficient City Government
Safety and Resilience
Economic Opportunity for All
Community Character & Quality of Life
