SUBJECT: Construction Projects Agreement for Park Ranger Office Tenant Improvement Project
1. Accept Bid and approve Construction Projects Agreement with James E.
Thompson, Inc. dba JTS Construction for the Park Ranger Office Tenant Improvement Project (not to exceed $842,500.00).
2. Authorize staff to approve, as necessary, up to $84,500 in City-Controlled contingency for unforeseen conditions encountered during construction.
RECOMMENDATION:
Staff recommends acceptance of bid and approval of agreement.
BACKGROUND:
City owns a property located at 3737 Stockdale Hwy (Property). The Property was acquired as part of the Centennial Corridor project. The planned use for the Property is to house Park Rangers on the ground floor. The tenant improvements include new office space, restrooms, showers, lockers, meeting rooms, and HVAC and electrical upgrades. On December 19, 2024, staff issued a Bid Proposal for the Park Ranger Office Tenant Improvements Project (Project). The Engineer’s Estimate for this Project is $870,235.00.
On January 23, 2025, seven bids were received for this Project:
Old Ironsides Construction $608,400 (Unresponsive)
Abate Construction Inc. $837,000 (Unresponsive)
James E. Thompson, Inc.,
dba JTS Construction $842,500
Deeb Construction Inc. $875,000 (Unresponsive)
Rymac General Contracting $894,990
JK McDaniels Companies
dba McDaniels Construction $933,522.44
Staff reviewed the bid proposals submitted by each vendor and three were deemed unresponsive. Old Ironside Construction did not submit a completed Non-Collusion Affidavit Form as required; Abate Construction failed to submit and acknowledge Addenda # 1 on the proposal; and Deeb Construction’s DIR # could not be verified. Staff finds the bid proposal submitted by James E. Thompson, Inc. dba JTS Construction (Contractor) in the amount of $842,500, was deemed acceptable and recommends approval of an agreement for a not to exceed amount of $842,500.00.
Staff is requesting the approval of $84,500.00 for City-controlled contingency for unforeseen conditions encountered during the Project. Any exceedance of the City Council approved contingency, cumulative or otherwise, would require the action and approval of the City Council. This City-controlled contingency saves staff time by not having to prepare multiple Council reports for individual change orders throughout the project, which can typically cause delays in completion of the project. All remaining contingency funds not used will be returned to the fund balance at the end of the Project.
FISCAL IMPACT: The Project is funded by Public Safety and Vital Services funds within the Capital Outlay Program and no additional funding is needed at this time.
COUNCIL GOAL:

Community Character & Quality of Life
