RECOMMENDATION:

Staff recommends adoption of the Resolutions and revised job specifications.

BACKGROUND:

Human Resources oversees the administration of citywide class specifications. Periodically class specifications require updates to reflect changes and/or modernization to reflect current job duties and required minimum qualifications. These updates provide an accurate description of the job duties which is essential in providing candidates a comprehensive overview of positions during recruitment efforts. A summary of new positions and salary changes to support attraction, retention, and operational goals, is summarized below:

• Fire Chief #89400 : The last approved update to the specification was made in November of 2009. The position is currently vacant, and the classification was updated to reflect current management competencies, responsibilities, and qualifications of a Fire Chief. Most notably, minimum qualifications were updated to support the attraction of the most qualified applicant pool in the upcoming open recruitment process. The City seeks to identify top applicants with broad knowledge and experience in the field of fire management. There is no salary change with this update or impact to the approved budget. The revised specification was presented to the Fire Civil Service Board at the February 25, 2025 meeting.

• Assistant Director o f Recreation and Parks #88900 : The last approved update to the specification was made in June of 1998. The position is currently vacant, and the classification was updated to reflect current management roles and responsibilities of peer positions within the City in preparation for recruiting for the position. There is no salary change with this update or impact to the approved budget. The revised specification was presented to the Miscellaneous Civil Service Board at the February 18, 2025 meeting.

• Deputy City Attorney II and Assistant City Attorney: The City Council provided direction to the City Attorney to devise and implement a succession plan. One component of such plan is to develop current internal incumbents. In response, the City Attorney will be expanding the scope of duties and assignments for current Deputy City Attorney II positions and recommends increasing such salaries. This will allow the future City Attorney the opportunity to select an Assistant City Attorney. The immediate fiscal impact is an increase of the current salary grade of 5%. Approving the modification to the Deputy City Attorney II pay grade will create internal compaction with the Assistant City Attorney position so a recommended modification to the grade of the Assistant City Attorney of +3.3% is recommended to provide growth opportunities between the two classifications but will not yet be utilized.

This change will be an approximate increase of $23,054, fully benefited, annually. There is no budget request to amend the department budget for FY 24-25.

• Wastewater Treatment Plant Operator III: Twelve (12) positions are currently allocated to the Wastewater Division of the Water Department to support wastewater treatment plant processes, equipment operation and maintenance of a wastewater treatment plant. The level -III is a lead and advanced position requiring a Grade III Operator’s Certificate issued by the California State Water Resources Control Board. There is a limited candidate pool for applican ts with this skill level and recruitment is highly competitive, resulting in revolving loss of qualified staff to other agencies with higher salaries. In initial review, salary of comparison agencies was approximately

32.8% below the median base rate. Wh ile this has improved with recent unit salary increases, approximately 22.3% below, the position is still below market and vacancies persist. At this time the meet and confer process has been concluded and has resulted in a recommendation to increase salary by eleven (11%) percent, shown in the table below.

Step 1 Step 1 Step 3 Step 4 Step 5
Current 31.230 32.808 34.457 36.208 38.048
Proposed 34.665 36.417 38.247 40.191 42.233

These changes represent a salary increase to the authorized complement of approximately $141,696, fully benefited, annually. No additional budgetary allocation is necessary for these changes and there is no addition to the approved headcount.

Approval of the Resolution amendments updates the salary change on the approved sal ary schedule for the designated units.

FISCAL IMPACT:

Position funding is inclusive of the approved fiscal year 24-25 budget, no additional allocations are being requested and there is no request to amend the current budget.
