FROM: Christian Clegg, City Manager
DATE: February 14, 2025
SUBJECT: Resolution establishing the Proposition 47 Local Advisory Committee
[Document Description]
RECOMMENDATION:
Staff recommend adoption of the resolution.
BACKGROUND:
In October 2024, the Community Vitality Unit was awarded a Proposition 47 Grant from the State of California’s Board of State and Community Corrections in the amount of $1,999,374. The Proposition 47 Grant was established to support mental health treatment, substance abuse tre atment, and diversion programs for people in the criminal justice system
As a requirement of the grant, the City must establish a Proposition 47 Local Advisory Committee (LAC).
The LAC must include a broad range of stakeholders from within the effected co mmunity, with appropriate experience and expertise in the programs to be implemented with Proposition 47 grant funding.
To meet this requirement, the City leveraged the Bakersfield Kern Regional Homeless Collaborative (BKRHC) Executive Board and the Brundage Lane Navigation Center (BLNC) Referral Network members to serve on the committee. Once established, an open recruitment process will be conducted, and three (3) members of the community will also be appointed to serve on the LAC.
Members of the LAC will have the opportunity to provide valuable input on the Proposition 47 grant program’s implementation, ensuring it effectively meets the needs of the community. The LAC will play a crucial role in advising City staff by identifying challenges, shaping service delivery recommendations, and offering insights to maximize the impact of the grant. However, the LAC will serve solely in an advisory capacity and does not have decision-making authority over program operations or funding allocations.
FISCAL IMPACT:
Due to the fact, the City has obtained Proposition 47 Grant, those funds are providing for the services to be rendered on these activities. Therefore, no fiscal impact to the City General Fund with the establishment of the Proposition 47 Local Advisory Committee.
COUNCIL GOAL:
Innovative and Efficient City Government
