A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF BAKERSFIELD ESTABLISHING THE LOCAL
ADVISORY COMMITTEE FOR THE STATE OF
CALIFORNIA BOARD OF STATE AND
COMMUNITY CORRECTIONS (BSCC)
PROPOSTION 47 GRANT PROGRAM
WHEREAS, the Bakersfield City Manager’s Office was awarded a grant by the BSCC Proposition 47 Grant Program; and
WHEREAS, the grant will be utilized by the Community Vitality Initiative to establish intensive case management services for high utilizers of homeless services and fund comprehensive re-entry services; and
WHEREAS, the BSCC requires that the City of Bakersfield establish a Proposition 47 Local Advisory Committee (LAC) that includes local stakeholders who have experience and expertise in the programs and/or services being implemented by the grant; and
WHEREAS, Section 2.02.020 of the Bakersfield Municipal Code authorizes the City Council to establish the LAC; and
WHEREAS, the LAC shall remain in place for six months following the grant funding period, through December 31, 2028; and
WHEREAS, the proposed membership of the LAC for the duration of the grant period is to consist of a diverse demographic cross section of applicable local stakeholders represented by the Executive Board of the Bakersfield Kern Regional Homeless Collaborative (BKRHC), the City’s Referral Network, and three community members to be selected through an open process and appointed by, the LAC; and
WHEREAS, in the event of a resignation by a community member, the vacancy will be filled using the same open process; and
WHEREAS, the LAC will advise on ongoing implementation of the grant program; and
WHEREAS, this resolution establishes and sets the composition of the Proposition
47 LAC, its purpose, the terms of office and defining the scope of the LAC responsibilities and other related matters.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Bakersfield as follows:
1. The above recitals are true and correct and incorporated herein.
2. The City Council hereby establishes the Proposition 47 LAC, and sets forth its purpose, the composition, terms of office, and scope of responsibilities as described in Exhibit A to this resolution.
3. This resolution shall become effective immediately upon its passage and adoption.
