No items to highlight.

REGULAR MEETING – 5:15 PM

AGREEMENTS
Items 7.e.6 South Allen Road Sewer Pipeline (Ward 5) Bolthouse Land Company, LLC is seeking approval to develop a parcel of land along the future South Allen Road alignment, requiring the extension of an existing sewer line south of the Union Pacific Railroad tracks. The pipeline will be maintained by the City of Bakersfield upon completion. To proceed, the developer must secure an easement from Union Pacific Railroad and execute a Pipeline Crossing License Agreement between Union Pacific and the City. There will be no financial impact on the City, as the developer will cover all costs, including fees to Union Pacific Railroad.

Items 7.e.14 Kern River Weir Reconstruction Project (Ward 3) This project involves replacing the existing Kern River Canal Backup Weir east of the Coffee Road bridge, including demolishing the old weir and retaining wall, removing rubble, and constructing a new reinforced concrete weir with wing walls, abutments, and a new retaining wall. Due to California Department of Fish and Wildlife (CDFW) regulations, an authorized Swallow Exclusion Plan is required before construction can begin. This plan mandates the installation of plywood sections and curtain -like material to prevent swallow nesting, applied to both northbound and southbound bridge sections. The additional work will cost up to $190,000, increasing the original contract amount from $5,309,010 to $5,499,010. An appropriation of $450,000 from the Agricultural Water Fund to the Water Resources Capital Improvement Budget is requested to cover the contract change order, additional engineering services , and construction management. There is no impact to the City’s General Fund.

BIDS
Items 7. f.2 Purchase of Police Special Motorcycles (All Wards ) On May 24, 2023, the City Council accepted a bid from Bakersfield Harley-Davidson for the purchase of two Police Special Motorcycles for the Police Department. The bid included an option to purchase additional units at the same price of $37,951.31 per unit for 24 months. Bakersfield Harley -Davidson has agreed to extend this price for the purchase of three additional units, which will replace older motorcycles over 15 years old, as determined by the Fleet Division. Staff recommend extending the bid for the purchase, with sufficient funds allocated in the Equipment Management Fund, requiring no additional City General Funds.

MISCELLANEOUS
Item 7.g.2 Complete Streets Ordinance Yearly Report (All Wards) The City of Bakersfield Public Works Department is focused on proactively identifying and implementing Traffic Calming measures to enhance safety for pedestrians, cyclists, and all transportation modes. These initiatives are aligned with the City's Complete Streets ordinance, which requires an annual report on efforts made to promote multi-modal transportation and traffic safety. The report, covering the fiscal year from July 1, 2023, to June 30, 2024, details ongoing and past projects aimed at fulfilling the City's goals. There is no fiscal impact on the City General Fund, as each project operates within its previously approved budget.
