Subject: Engineering, Bid, and Construction Administration Services for WWTP3 Septage Processing Unit Upgrade, Bakersfield, California
Mr. Husain,
Thank you for the opportunity to submit this proposal to provide engineering services for the subject project. This proposal discusses our understanding of the project, recommends a scope of services together with associated fees, deliverables and approximate schedules, sets forth our assumptions and discusses other services that may be of interest as the project proceeds.
Project Understanding
The project generally consists of the replacement of one existing Septage Processing Unit (SPU) at WWTP #3 with a new Huber Ro3 SPU. In order to install the new SPU, the existing SPU must be removed, and the existing influent and effluent piping must be reconfigured to accommodate the footprint change. The existing electrical system will need to be evaluated, and provisions made to ensure the new SPU has adequate power. Provisions will be made to incorporate the instrumentation integral to the SPU, into the existing control and monitoring system.
The City has determined that this work must be bid under the public contract code. You have requested that P&P provide services to include design, bid assistance and limited construction phase services. It is our understanding that the City has pre-selected the replacement SPU type, size, capacity, head and motor horsepower.
Scope of Services
Our proposed scope of work for this proposal is segregated into several phases, described below.
Phase 01: Design
P&P will take a methodical approach in the design of this project, which shall involve the following tasks and deliverables listed in approximate chronological order. • Attend one on-site kickoff meeting with City Staff; conduct visual survey of site and take measurements as necessary. The following items of note should be discussed during the meeting:

Proposal No. 23-015
o Existing pipe networks and probable modifications to the system including acceptable/preferred products and materials and prohibited products and materials.
o Water pressure requirements of the SPU to be procured and installed, available pressure at the site, and the need for a booster pump which is assumed to be necessary at this time.
o Existing SPU control system hardware and software and integration with City SCADA system.
o Operational requirements of the site during construction including the expectation that the site will need to remain operational during construction while one unit is offline.
o The allowable duration of time during whic h the site can remain operational with one device offline.
o Seasonal constraints, if any, which would prevent this project from proceeding at any specific time of the year.
o Contractor access and laydown areas.
o Long lead items and items that the City of Bakersfield may elect to purchase. • Develop 60% design construction plans and engineer’s opinion of probable construction cost.
o Deliver 60% documents to City.
• Conduct informal 60% design review meeting with necessary City Staff via M icrosoft Teams or similar platform.
• Visit the site one additional time for additional measurements and field observations that are deemed to be necessary during the 60% design effort and as a result of the design review meeting.
• Incorporate City review comments and information obtained from the site meeting, if any, and develop 90% design construction plans, technical specifications, and engineer’s opinion of probable construction cost.
o Deliver 90% documents to City.
• Conduct informal 90% design review meeting with ne cessary City Staff via M icrosoft Teams or similar platform.
• Incorporate City review comments, if any, and develop 100% design construction plans, technical specifications, and engineer’s opinion of probable construction cost. o Deliver 100% documents to City for bidding purposes.
Schedule
• P&P anticipates attending the kickoff meeting approximately one week following receipt of a notice to proceed from the City of Bakersfield.
• P&P anticipates delivery of 60% package approximately 6 weeks later. • P&P anticipates the 60% design review meeting one week later. • P&P anticipates delivery of 90% package approximately 3 weeks later. • P&P anticipates the 90% design review meeting one week later. • P&P anticipates delivery of 100% package approximately 2 weeks later.

Proposal No. 23-015
Assumptions
• No topographical or boundary survey will be required for this project. P&P site investigations will be limited to one site kickoff meeting at the beginning of the project during which detailed pictures will be taken and items of note will be measured and one follow site visit to capture any outstanding information discovered during 60% design review. Additional site trips and survey requirements will require additional scope and fee. • It is assumed that the City of Bakersfield will procure and make available for Contractor installation the replacement SPU device due to current quoted lead times in excess of 20 weeks. Under the assumption, P&P will coordinate as much as practically possible on the proper installation of the device and all appurtenances, but it shall remain the responsibility of the Contractor to verify dimensions and layout of the device before proceeding with demolition work and installation of any new conduit stubs and concrete flatwork.
• It is assumed that the existing electrical circuit to the SPU will have capacity for the new SPU unit.
• It is assumed that the City will perform any integration of the new SPU input data with the City’s SCADA system. Permitting and coordination with relevant Authorities Having Jurisdiction such as the City of Bakersfield Building Department and electrical utility company are not included in P&P’s scope of work.
• The City of Bakersfield will provide existing as -bult files to P&P to allow for the development of design drawings.
• P&P CAD standards and title blocks will be used.
• All deliverables will be electronic PDF files unless otherwise noted. • P&P will develop techn ical specifications (division 2 and on), and will utilize a City of Bakersfield provided template to develop front end (division 0 and 1) specifications for this project.
• Any public contract code requirements or other provisions that must be included in th e specifications will be provided to P&P by the City of Bakersfield. • Two rounds of comments are anticipated from City Staff ; one each at the 60% and 90% design levels. Additional rounds of comments requiring plan and specification modifications will require additional scope and fee.
• The above schedule assumes timely responses from the City following delivery of design submittals as well as timely responses to P&P questions throughout each design level. • An opinion of probable construction is made on the basis of Consultant's experience and qualifications and represents Consultant's best judgment as to the probable construction costs. However, since Consultant has no control over costs or the price of labor, equipment or materials, or over the contractor's method of pricing, such opinions of probable construction costs do not constitute representations, warranties or guarantees of the accuracy of such opinions, as compared to bid or actual costs.
