SUBJECT: Reject Bids – Annual Contract for Organic & Recyclable Material Hauling
Reject bid for an Annual Contract for Organic and Recyclable Material Hauling for the Solid Waste Division, Bid No. 23-24-28
RECOMMENDATION:
Staff recommend rejection of bid.
BACKGROUND:
Bids were solicited for an Annual Contract to haul organic and recyclable material from the City’s Organics Facility located at 2601 So. Mt. Vernon Ave and the City’s Material Recovery Facility located at 2260 So.
Union Ave, to various landfill locations for the Solid Waste Division. Two bids for were received in response to the solicitation.
The two bids received are as follows:

No – Bidder failed to submit the required bid security in the amount of ten (10%) percent of the amount bid. Per the bid specifications, terms, and conditions, the bid is considered non- responsive.
Olaguez, Inc.
Bakersfield, CA $778,750
No – Bidder failed to submit the required bid security in the amount of ten (10%) percent of the amount bid. Per the bid specifications, terms, and conditions, the bid is considered non- responsive.
After careful evaluation of both bid proposals, staff determined that neither bidder included the required bid security with their submission. The bid security serves as a financial guarantee from the bidder, ensuring that if they are awarded the contract, they will proceed with entering into the agreement and fulfilling its terms. According to the bid specifications, terms, and conditions, the bid security must be at least 10% of the total bid amount, paid by the contractor to the City. Failure to provide this security means the bid cannot be considered. As a result, City staff will initiate a re-bid process for these services.
FISCAL IMPACT:
No fiscal impact to take the action to reject the bids.
