AGREEMENTS
Items 7.e. 3 Moo Cream ery Relocation and Expansion (Ward 2) The City of Bakersfield's Economic Opportunity Area (EOA) Plan, adopted in 2016, aims to promote economic growth by encouraging private investment and revitalizing targeted areas through financial incentives like grants for business improvements. The Downtown EOA Business Improvement Grant Program, part of this initiative, recently received an application from Moo Creamery, LLC for $83,513 to improve their new business space at 801 18th Street. These improvements would help relocate the business to a vacant property, creating jobs and providing new amenities for the community. Economic Opportunity Area projects were budgeted in the fiscal year 24-25 PSVS operating budget.
MISCELLANEOUS
Item 7. g.2 Roadway Improvements (Ward 5) On November 6, 2024, the Buena Vista Water Storage District (BVWSD) and Rosedale -Rio Bravo Water Storage District (RRBWSD) reached a settlement agreement with the City of Bakersfield, in which BVWSD agreed to pay $4.5 million to resolve litigation over the 2,070-acre McAllister Ranch property, now the James Groundwater and Recovery Project. The settlement funds will be used to extend South Allen Road and improve Panama Lane near the property, with the aim of addressing future road improvements at current con struction costs. While these improvements will not immediately alleviate congestion, they will avoid higher future costs due to inflation. The funds will be allocated to the project in the 2024 -2025 fiscal year, with design work extending into 2025-2026 and construction scheduled for 2026 -2027. There is no impact on the general fund as the funding comes from the settlement.
PUBLIC SAFETY/VITAL SERVICES MEASURE
Items 7.i.3 Restroom Rehabilitation for Stiern Park and Jefferson Park (Wards 1 & 2) The Recreation and Parks Department is i nstalling a new restroom facility at Stiern Park and replacing the restroom at Jefferson Park as part of the FY 2022 -23 Capital Improvement Program. On November 6, 2024, Council authorized the purchase of two pre -engineered, flush toilet restroom buildings for the projects. On February 4, 2025, a bid proposal was issued for the site preparation and installation of these restroom buildings. Six bids were received, and the proposal from Ken E Smith Construction Inc. for $33 4,387 was deemed acceptable. Staff recommends approving an agreement for this amount, along with a $50,000 contingency for unforeseen conditions. Any contingency costs beyond this amount would require City Council approval. The project is funded through Public Safety and Vital Services funds within the Capital Improvement Budget, and no additional funding is required at this time.
