FROM: Jennifer M. Byers, Director - Economic & Community Development Department DATE: March 10, 2025
SUBJECT: Agreement with The Open Door Network (not to exceed $1,000,000) to administer and operate a Financial Assistance Program for homelessness prevention, and diversion services

RECOMMENDATION:

Staff recommends approval of agreement.

BACKGROUND:

As part of the Fiscal Year 2023-24 Mid-Year Budget, the Bakersfield City Council approved funding for a one-time financial assistance program to support individuals and families experiencing or at risk of homelessness. The City sought a financial assistance service provider that is an expert in this service provision and prioritizes quality service, collaboration, and advocacy for vulnerable populations.

To identify the most qualified partner, the City issued a Request for Proposal (RFP) on October 25, 2024, with a submission deadline of November 22, 2024. A total of nine proposals were received and thoroughly reviewed. Each proposal was evaluated based on its ability to effectively serve those in need and align with the City’s goals for the program.

Among the submissions, The Open Door Network (TODN) demonstrated exceptional expertise in providing Homelessness Prevention and Diversion. As the highest-ranked proposal, and with their proven experience and commitment to addressing homelessness effectively, TODN was selected to administer and operate the Financial Services Program in the amount of $1,000,000 for Homelessness Prevention, Diversion, and Rapid Rehousing/Exit services. The term of this Agreement shall commence on April 1, 2025, and end on June 30, 2027. This program is expected to assist a total of 302 households with homelessness prevention and diversion services.
