ADMINISTRATIVE REPORT

MEETING DATE: March 26, 2025 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Phillip Burns, Development Services Director
DATE: March 21, 2025
SUBJECT: Amendment No. 1 to Agreement No. 2024-021 with Rincon (extend term to March 2026) for the preparation of the Housing Element

RECOMMENDATION:

Staff recommends approval of the amendment.

BACKGROUND:

The City of Bakersfield has embarked on an effort to update its Housing Element. State law requires every city and county in California to prepare and maintain its Housing Element.

The City entered into an agreement with Rincon Consultants Inc. on January 24, 2024 to prepare a Housing Element for a total of $180,134.75.

This amendment is proposed to extend the original term, set to expire on March 31, 2025. The extension is necessary due to unforeseen delays and revisions required by the California Department of Housing and Community Development (HCD). These revisions have extended the review and approval process, making it essential to extend the term for one year, through March 31, 2026, to ensure the successful completion of the Housing Element in alignment with state requirements.

FISCAL IMPACT:

The proposed amendment is to extend the term of the Housing Element update by Rincon Consultants, Inc. to March 31, 2026. As such, there is no fiscal impact to the City General Fund.

COUNCIL GOAL:

Community Character & Quality of Life
