RECOMMENDATION:
Staff recommends approval of the amendment.
BACKGROUND:
In March 2022, the City of Bakersfield was awarded $4.3 million in grant funds from the Office of the Governor, CaliforniansForAll Youth Workforce Development Program (CFA). CFA is a Governor’s initiative administered by California Volunteers, in partnership with California cities, that brings together youth from across the state to help address urgent challenges in their communities, learn key skills, earn money, and create career pathways to public service. With this grant funding, the City established the Bakersfield Youth Jobs Program (BYJP).
In May 2024, the City was awarded an additional grant of approximately $2.2 million from the California Volunteers, CaliforniansForAll Youth Service Corps to continue the BYJP. This extended the program until the end of 2025. On September 11, 2024, the City entered into Agreement No. 2024-244, which awarded Kern Community Foundation $1,591,980.22 to continue administration of the program.
Due to changes in program ming, the City amended its standard agreement with the State with a reorganized budget to incorporate additional w rap-around services and other program costs ; this increased the amount of grant funds to Kern Community Foundation by $253,907.20. ECD requests the amendment to Agreement No. 2024-244 to reflect the changes in the State agreement.
FISCAL IMPACT:
This program is funded by the CaliforniansForAll Youth Workforce Development Program.
