ADMINISTRATIVE REPORT

MEETING DATE: March 26, 2025 AGENDA CATEGORY: Consent - Bids TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: March 10, 2025
SUBJECT: Reject all Bids for the Bakersfield Police Department Physical Training Facility (P3I300) (Ward 2)

RECOMMENDATION:

Staff recommends rejecting the bid and reviewing the project for potential cost savings.

BACKGROUND:

In 2019, a new , 40’ by 60’, physical training building was installed at the Bakersfield Police Department Training Center on 4646 California Avenue. Additional funds were budgeted for an expansion of said physical training building. Working with BPD, Public Works staff developed a scope and prepared plans for the necessary site work.

On October 31, 2024, the City received one bid for this project. The engineer’s estimate for this project was $1,130,000.00. The bid proposal received was:

JL McDaniels Companies Inc. In the amount of $1,050,798.00 DBA McDaniels Construction
P.O. Box 81135
Bakersfield, CA 93380

The single bid received exceeds available budgeted funds. Staff recommends that the bid be rejected and the project be reviewed for potential cost savings. Initial conversations with BPD indicated that adjusting the proposed location for the new PT building may lessen the amount of required site work. Additional investigations will occur to potentially bring down project costs. Once the project has been reevaluated and redesigned, the project will be rebid.

FISCAL IMPACT:

Staff will investigate alternate project locations as well as possible changes in scope to bring the estimated cost down closer to available funds. There is no General Fund impact at this time.

COUNCIL GOAL:

Safety and Resilience
