[Document Description]

RECOMMENDATION:

Staff recommend the final report and presentation from Newmark, Inc. (Newmark) regarding the Rosedale Ranch Asset Positioning and Investment Readiness Program be received and filed.

BACKGROUND:

In November 2023, the City Council authorized Newmark, a specialist in the field of real estate economics and site selection, to serve as a consultant to the City’s Rosedale Ranch Asset Positioning and Investment Readiness Program. Newmark has engaged in a multi-step process involving site analyses, benchmarking, information gathering, asset mapping, SWOT analyses, stakeholder engagement, and comprehensive reporting.

Through a phased approach, Newmark conducted a detailed site-specific analysis of the Rosedale Ranch mega site , asse ssed regional competitiveness, identified infrastructure gaps, and benchmarked comparable mega sites. Their work included a review of local and regional economic conditions, workforce assets, and existing and emerging industry trends. They also evaluated t he feasibility of positioning the property as a manufacturing or transportation hub and provided high -level infrastructure and cost analyses. The resulting findings and recommendations are intended to enhance the investment readiness of the Rosedale Ranch property and position it as a competitive location for future industrial development.

In addition, the analysis significantly informs the overall citywide strategy for site readiness and pursuing projects in the advanced manufacturing and industrial target industries.

FISCAL IMPACT:

The contract was entered into with Newmark in November of 2023 and fully funded by the General Fund.

COUNCIL GOAL:

Economic Opportunity for All
Reliable Infrastructure
Community Character & Quality of Life
Innovative and Efficient City Government
