PRESENTATIONS
Item 4.a American Red Cross Month (All Wards) Proclamation to Hector Vazquez, Executive Director of the American Red Cross Kern County & Eastern Sierra Board of Directors, recognizing the Borel Fire Volunteers and March 2025 as American Red Cross Month in Bakersfield .

RESOLUTIONS
Item 7.d.1 Declaration of Ex empt Surplus Land for Homekey+ Project (Ward 2) In April 2024, the City of Bakersfield acquired the property at 901 Union Avenue, formerly the Ramkabir Motel, with plans to rehabilitate it into Permanent Supportive Housing (PSH). The project, which will consist of approximately 30 units, a community room, and office spaces for service providers, is part of a joint application for the Homekey+ Grant, in collaboration with the Community Action Partnership of Kern. To proceed with the property’s development, it must first be declared "surplus land" or "exempt surplus land" in accordance with Government Code Section 54221. If funding is not secured through Homekey+, this resolution will be void. This project has no fiscal impact on the City’s budget.

AGREEMENTS
Item 7. e.1 Economic Opportunity Area Grant Agreement with DV Therapy (Ward 2) The City of Bakersfield's Economic Opportunity Area (EOA) Plan, adopted in 2016, is designed to promote economic growth through public investments in targeted areas, encouraging private sector investment, job creation, and business expansion. The EOA Incen tive Program offers financial assistance to businesses and non-profits for property redevelopment, business expansion, and infrastructure improvements. DV Therapy, a California S Corporation, has applied for funding under the SR -99 Corridor EOA to make significant site improvements at 208 Oak Street, including upgrades to the building exterior, playground, parking lot, roofing, and landscaping. These improvements align with the city’s goals of enhancing economic opportunity, infra structure, and community character, while supporting a local business providing essential services. Economic Opportunity Area projects were budgeted in the fiscal year 24 - 25 PSVS operating budget.

Item 7.e.3 Connection of Southbound S-99 to Westbound SR-58 (Ward 2) The Centennial Corridor Project has successfully connected SR-58 east of SR-99 to the Westside Parkway, improving both local circulation and regional traffic flow. The next phase, the 8th Movement Project, will link southbound SR -99 to westbound SR-58. A cooperative agreement between the City and Caltrans defines responsibilities for Right-of-Way activities related to this phase. This agreement will enable the City to secure $7.1 million in funding from the Trade Corridor Enhancement Program (TCEP) and the State Transportation Improvement Program (STIP). The 8th Movement Project is funded with $13.4 million in TCEP and STIP funds, and while the City is responsible for securing additional funds as needed, the current budget is expected to cover the project's Right-of-Way phase. The City’s role as the designated sponsor carries lower risk than leading the construction phase, though the total risk remains difficult to assess.
