FROM: Jennifer M. Byers, Economic and Community Development Director DATE: April 7, 2025
SUBJECT: Agreement with Bakersfield Kern Regional Homeless Collaborative in the amount of $437,850.04.

1. Appropriate $5,678,236.56 Homeless Housing Assistance and Prevention Services State Grant Revenue to the General Fund Economic & Community Development Department Operating Budget.

RECOMMENDATION:

Staff recommends the approval of the appropriation of funds and approval of the agreement.

BACKGROUND:

In July 2019, the Governor of California and Legislature approved Assembly Bill 83, which provided funding to local governments under the Homeless Housing Assistance and Prevention Program (HHAP).

HHAP rounds 2, 3 and 4, and 5 were approved in June 2020, July 2021, and July 2023, respectively. On July 10, 2023, Governor Newsom signed into law, HHAP-5 which was authorized by Assembly Bill 129.

The City of Bakersfield executed the standard agreement with the Department of Housing and Community Development (HCD) on January 9, 2025 to receive $5,678,236.56 in HHAP-5 funds. Proposed Use categories are based on a regional needs analysis conducted in collaboration with Bakersfield Kern Regional Homeless Collaborative, and the County of Kern. Proposed Projects are funded through joint agreements between the three entities, and sub-awardees will expend funds over a 1-3-year timeframe.

Each round of HHAP funding allows a recipient to subgrant a minimal percentage of funds to the local Homeless Management Information System (HMIS), which is the database mandated by the Department of Housing and Urban Development (HUD) and California Housing and Community Development to aggregate data on homeless populations served in the Continuum of Care’s jurisdiction.

As such, the agreement with Bakersfield Kern Regional Homeless Collaborative would provide $437,850.04 in HHAP rounds 2 through 5 to administer HMIS funds for our local Continuum of Care. The term for this agreement shall end on June 30, 2026.

FISCAL IMPACT:

Grant funded, no impact to the General Fund.
