for implementation of the Home Repair and Weatherization Program.

RECOMMENDATION:

Staff recommend approval of the Amendment.

BACKGROUND:

The City of Bakersfield was awarded Coronavirus State and Local Fiscal Recovery Funds, a part of the American Rescue Plan Act (ARPA), to support the response to and recovery from the COVID-19 public health emergency.

On November 20, 2024, the City of Bakersfield City Council entered into Agreement No. 2024-304 with Community Action Partnership of Kern (CAPK) for implementation of the Home Repair and Weatherization Program (Program), using $700,000 in American Rescue Plan Act (ARPA) funding. Prior to engaging CAPK in services rendered for this Program, the city had entered into Agreement No. 2023- 006 (now expired) with Habitat for Humanity-Golden Empire under the same ARPA framework who was unable to complete the Scope of Work.

The City desires to reallocate the unexpended funding originally obligated to Habitat to CAPK which will be used to increase the volume of participants and associated costs for administration of the Program.

An additional $139,548.40 in funding will be added to the CAPK agreement which will revise total compensation not to exceed $839,548.40.

CAPK administers funds for residential improvements that assist homeowners and tenants make necessary health and safety repairs to their home.
