SUBJECT: Amendment No. 3 to Agreement 2022-067 with Solenis, LLC. (increase compensation $750,000; revised not to exceed $2,250,000 and extend term to April 30, 2026) to provide dewatering polymer for Wastewater Treatment Plant No. 3.
RECOMMENDATION:
Staff recommends approval of amendment.
BACKGROUND:
Wastewater Treatment Plant No. 3 (WWTP3) requires digested sludge to undergo a dewatering process.
The primary objective of the dewatering process is to efficiently produce biosolids that can be transported off-site for disposal or beneficial use. The use of polymer is an essential component in the dewatering process.
On April 20, 2022, City entered into Agreement No. 2022-067 with Solenis, LLC (Solenis) to provide polymer for the WWTP3. Solenis was selected after responding to the City’s Request for Qualifications and Proposals (RFQ/P) for dewatering polymer.
On April 26, 2023 , the City Council approved Amendment No. 1 for an additional $250,000 and an extension of services for an additional year.
On February 28, 2024, the City Council approved Amendment No. 2 for an additional $750,000 and an extension of services for an additional year.
At this time, based on current operations and projected annual polymer usage, staff recommends exercising the option to extend the contract for one additional year through April 30, 2026, and increasing the compensation by $750,000, for a revised amount not to exceed $2,250,000.
