(Staff recommends Council discussion and direction.)
City Manager Clegg introduced Rod Gould and Susan Healy Keene, Raftelis, the facilitators for the workshop and provided a PowerPoint presentation. (written materials provided.)

Councilmember Bashirtash left the meeting at 12:33 pm.
