ADMINISTRATIVE REPORT

MEETING DATE: May 28, 2025 AGENDA CATEGORY: Consent – Miscellaneous TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: May 16, 2025
SUBJECT: Adaptive Signal Coordination Calloway Drive between Rosedale Highway and Olive Drive

Appropriate $747,208 in Federal Carbon Reduction Program (CRP) funds to the Public Works Department’s Capital Improvement Program budget within the Federal and State Road Fund for said project.

RECOMMENDATION:

Staff recommends the appropriation of funds for Adaptive Signal Coordination Calloway Dr ive between Rosedale Highway and Olive Drive.

BACKGROUND:

The proposed project will install new communication equipment along the street segments of Calloway Drive between Rosedale Hwy and Olive Drive. This new fiber optic communication system will enable transportation professionals to proactively manage traffic fl ow and promote mobility through real -time traffic data collection and management tools. New software and signal controller units will allow for optimal signal timing across arterial network by adjusting cycle lengths, phase splits, and offsets based on prevailing traffic. It offers local agencies a viable and cost-effective migration path to modern technology.

The robust data collection and control strategies help reduce congestion and harmful emissions.

The interconnected traffic signal corridor will be connected to the City of Bakersfield’s Traffic Operations Center (TOC) to better enable City staff to monitor and improve corridor timing and traffic flow. Traffic signals connected to the City’s TOC will also warn staff when a signal is not functioning properly, allowing a quicker response time so the corridor in question can return to peak operating performance quickly.

The City received Carbon Reduction Program ( CRP) grant funding totaling $ 747,207.60 from the U.S.

Department of Transportation Federa l Highway Administration for the Adaptive Signal Coordination Capital Improvement Project (CIP) on Calloway Drive from Rosedale Highway to Olive Drive. Staff inadvertently removed the appropriation agenda item from the Administrative Report and is requesting to appropriate the required funds at this time. Staff is recommending the funding be appropriated and placed in the project fund (T4K326).

FISCAL IMPACT:
