Previous Task Orders (Agreement No. PW20-070 and 2020-237 Amendments 1 & 2) The previous Task Orders comprised preparation of a Voluntary Cleanup Agreement (VCA) for which approval was obtained from the D TSC. Activities in support of the VCA included document review and preparation of a Historical Document timeline and summary, site walks with the City of Bakersfield and the DTSC, and a Scoping Meeting with a presentation that summarized the previous Phase II Site Investigations and established a plan moving forward. As part of the previous Task Order, Group Delta prepared a Supplemental Site Investigation (SSI) and Human Health Risk Assessment (HHRA) Work Plan (Work Plan), which was submitted to the DTSC on October 28, 2020. The Work Plan specified the collection of shallow soil sample s at nine (9) locations within the DTSC project area.
On October 13, 2022, the DTSC issued comments to the Work Plan, requesting additional research and assessment work, including th e collection/analysis of soil samples to depths of 12 feet below ground surface (ft bgs) within the DTSC project area. In addition, Caltrans/DTSC req uested additional assessment work for areas east of the DTSC project area (within the parcels of land to be transferred to Caltrans).
To address the DTSC comments, on October 27, 2023 the City issued a revised Supplemental Site Investigation and HHRA Assessment Work Plan. DTSC provided comments on May 14, 2024, requesting significantly more borings and sampling depths than previously agreed. A meeting was held onsite with Group Delta, the City, Caltrans, and DTSC on September 11, 2024.
To address the agreed upon scope on September 11, 2024, the City will issue another revised Supplemental Site Investigation and HHRA Assessment Work Plan. Along with the more indepth HHRA discussed in October 2023 Work Plan, this plan will will include the advancement of Fifteen (15) DTSC borings and eight (8) Caltrans borings. Of the DTSC borings, eleven (11) will be advanced to a depth of 12 ft bgs with samples collected at two foot intervals and four (4) will be advanced to a depth of 5 ft bgs with samples collected at 1 foot intervals. Of the Caltrans borings, all wi ll be advanced to 3 ft bgs with samples collected at 0, 1.5, and 3 ft bgs . Group Delta will utilize a direct-push sampling rig and/or hand auger to advance the borings to planned depths and collect the samples. A geophysical survey will be conducted at each boring location to assess for possible underground utilitie s. All investigative derived waste (soil and rinse water) will be placed in 55-gallon drums. The drummed material will be profiled and transported for offsi te disposal. For disposal purposes, Group Delta assumes that the waste will be classified as a non-hazardous waste. The final SSI and HHRA scope of work will be known following DTSC and Caltrans' approval.
