Subject: Wastewater Treatment Plant No. 3 Blower Replacement
Dear Evette,
AECOM Technical Services, Inc. (AECOM) is pleased to submit this proposal for replacement of the City of Bakersfield (City) Wastewater Treatment No. 3 Blower system.
PROJECT UNDERSTANDING
The Blowers at City of Bakersfield Wastewater Treatment 3 receive digester gas from the six active digesters, compress the gas and send it to the gas treatment area to the south and immediately east of the Cogeneration facility. The blowers should operate when gas pre ssure from the digesters is above a set range. Below that range, the blowers should shut off. (Alternately if the blowers operated with VFD’s they could operate for longer run times and deliver gas in a smoother manner to the gas treatment facility). At the treatment facility, H 2S and Siloxane are removed, and the gas is stored in a large buffer vessel from which the gas is conveyed to the co-generators. If the pressure measured in the buffer vessel increases above a given set point, then gas is sent to the flare and continues until a given lower set pressure is reached.
The blowers are a critical element. For that reason, there are three which consist of one primary and two alternates. At no time should there be any less than one alternate blower th at is operational.
The three blowers have reached the end of their reliable service life and need to be replaced. To extend future service life, this project will consist of replacing all three blowers with new ones and include a new cooling system, a canopy and new power and control for the blowers. At your preference the canopy may also have lighting for security and for working on the equipment (two levels of lighting).
SCOPE OF SERVICES
Task 1 – Design Phase
1.1 Attend pr oject kick -off meeting and visit project site. We will cover scope, schedule, and deliverables. To save time and effort, a t the Kickoff meeting, we will also present our preliminary work which will consist of calculations to size the blowers based on full plant capacity of 32 MGD.
We will also look at various blower and glycol cooler manufacturers and discuss options with the City.
It is the goal of this discussion to receive direction from the City on selection of the major equipment.
AECOM
2 1.2 Background Plan and Control Narrative: The control system that operates the blowers will be inspected by our instrumentation designer , to determine which are in satisfactory worki ng condition and which need to be replaced. Those components are at the blower site, and some are also at the gas treatment site. We will verify how the system currently operates and make recommendations on adjustments that should be made at that time for better operation. We will also describe how the new system will be controlled. The control narrative will describe how the gas flow will be controlled, how the compressors will operate (lead -lag and alternating starts), VFD option if viable, and the sig nals that will go to SCADA. SCADA integration is not assumed to be in our scope and should be provided by the City’s SCADA integrator. These recommendations will be accompanied with a plan view identifying locations of each primary component.
Deliverable: Memo style. A concept plan and process/control narrative that recommends adjustments to the current system control if possible and how the replacement system will operate.
1.3 Plans, Specifications, and Opinion of Probable Construction Cost will be prepared at the 90% and 100% levels. The plans will be developed in AutoCAD (2D).
Deliverables:
• Three (3) hardcopies and electronic (PDF) copy of 90% Construction Plans, Technical Specifications, and Opinion of Probable Cost
• Three (3) hardcopies and electronic (PDF) copy of 100% Construction Plans, Technical Specifications, and Opinion of Probable Cost
Assumptions:
• Preparation of environmental documentation and/or permitting of any kind is not included. • Plans will be developed based on the Record Drawings dated 2007. Dimensions will not be independently verified or topographically surveyed. Dimensions will be tape measured in the field by our design staff as needed for layout. • SCADA integration is assumed to be completed by the City. • Wiring and condui ts between the blower/cooler skids and motor control center will be replaced, and the existing motor control center will also be replaced if needed. • The geotechnical investigation and recommendations report for the 2007 project at Wastewater Treatment Plan t 3 2007 Expansion will be made available to AECOM. If additional testing is needed, it will be provided by the City.
Task 2 – Bidding Phase
2.1 AECOM will attend and participate in the pre-bid conference. We will assist the City in preparing an agenda and take notes during the meeting. Following the meeting, AECOM will provide a memorandum to the City.
2.2 Design team personnel will be available to answer RFI’s for the duration of the project bid period (Up to 5 assumed).
2.3 AECOM personne l will be available to aid in the preparation of addend ums to the contract documents that may become necessary during the project bid period. (One addendum assumed that will require AECOM assistance).
AECOM
3 Assumptions:
• City personnel will advertise and issue all addenda.
Task 3 – Construction Phase
3.1 Pre-Construction Meeting Attendance . AECOM’s Project Manager and Project Engineer will attend the pre -construction conference to be held at the City with the Contractor, City Construction Division personnel, and City Design personnel.
Assumptions:
• It is assumed that the City’s personnel will prepare the agenda for the meeting and facilitate the meeting. It is also assumed that AECOM will assist with the agenda as needed. AECOM will prepare a memorandum to the City following the meeting.
3.2 Review Submittals / Shop Drawings/ RFI. AECOM will review submittals / shop drawings and Requests for Information (RFI) produced by the project contractor as requested by the City’s construction team. The revie w will be for general conformance with the design concept of the project and general compliance with the plans and specifications.
Assumptions:
• It is assumed that the Contractor shall have an acceptable submittal upon the second submission.
• It is assumed not more than twelve (12) submittals and seven (7) RFIs will be reviewed.
3.3 AECOM electrical engineer will perform a site visit to field verify electrical and instrumentation installation.
Assumptions:
• It is assumed that no more than one (1) site visit will occur.
3.4 Support the Preparation of Change Orders. AECOM personnel will be available to aid the City of Bakersfield construction team in the generation of Contract Change Orders as needed during the construction phase of the project.
Assumptions:
• It is assumed that no more than one (1) contract change order will be necessary.
3.5 Project Construction Site Visits and Meetings . AECOM project personnel will be available to make construction site visits at key points as requested by the City’s project manager.
Assumptions:
• It is assumed that no more than four (4) total site visits and/or meetings will be necessary.
