RESOLUTION NO. _________________
A RESOLUTION OF THE BAK ERSFIELD CITY
COUNCIL DISPENSING WITH FORMAL
BIDDING PROCEDURES IN THE PURCHASE OF
SOLAR STREET LIGHTING SYSTEM FROM
FONROCHE LIGHTING AMERICA AND
AUTHORIZING THE USE OF COOPERATIVE
PROCUREMENT CONTRACTS.
WHEREAS, the City has completed se veral pilot projects, testing the effectiveness, quality, and reliability of sol ar streetlights from various manufacturers; and
WHEREAS, Fonroche solar streetlights have shown the most promise, putting forth the best lighting output, efficiency, ease of maintenance, and quality; and
WHEREAS, Fonroche solar streetlights can only be a cquired through the manufacturer, Fonroche Lighting America; and
WHEREAS, the Public Works Director recommends the Council find that said solar streetlights can only be reasonably obtained from Fonroche Lighting America due to restricted availability of such equipment and has recommended that the Council authorize dispensing with bidding requirements in accordance with Section 3.20.060(D)(2) of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows:
1. The above recitals are true and correct and are incorporated herein by reference.
2. The Council finds that the purchase of a solar streetlights can only be reasonably obtained from one supplier (Fonroche Lighting America) due to the restricted availability of such equipment.
3. The Finance Director or his designee is authorized to dispense with bidding in accordance with section 3.20.060(D)( 2) of the Bakersfield Municipal Code.
