SUBJECT: Ward inclusion (1st reading) – Annexation 711 Taft Hwy No. 4 (Ward 7)
This ordinance amends the ward boundaries to include part of Annexation No. 711 (Ward 7)
RECOMMENDATION:
Staff recommends first reading of ordinance.
BACKGROUND:
This ordinance amends the ward boundaries to include part of Annexation No. 711 in Council Ward 7.
This annexation was recently approved by the Kern County Local Area Formation Commission.
Annexation No. 711 (Taft Hwy No. 4) is approximately 1,058.92 acres generally located on Taft Highway and Gosford Road. This annexation was initiated by several property owners as well as the City of Bakersfield to provide additional lands to accommodate the City’s 6th cycle vacant sites inventory as part of the Californ ia state -mandated Housing Element Update. The territory currently has a General Plan designation of GC (General Commercial), HC (Highway Commercial), R -IA (Resource - Intensive Agriculture), ER (Estate Residential), RR (Rural Residential) and LR Low Density Residential) and are City pre-zoned C-2 (Regional Commercial), R-1 (Single-Unit Dwelling), R-2 (Small Lot Single-Unit Dwelling), R-3 (Medium Density Multi-Unit Dwelling), R-4 (High-Density Multi-Unit Dwelling) and R-5 (Very-High Density Multi-Unit Dwelling). This area will be added into Ward 7.
FISCAL IMPACT:
The exchange of property tax revenues for this annexation is covered under the Master Tax Split Agreement (Memorandum of Understanding 15-277) between the City of Bakersfield and the County of Kern.
