RECOMMENDATION:

Staff recommends adoption of ordinance.

BACKGROUND:

This ordinance amends the ward boundaries to include Annexation No. 717 in Council Ward 4. This annexation was recently approved by the Kern County Local Area Formation Commission.

Annexation No. 717 (Zerker No. 2) is approximately 207.54 acres generally located east of Zerker Road, south of Seventh Standard Road. The parcels have General Plan designations of GC (General Commercial), RR (Rural Residential), and SR (Suburban Residential). The parcels are City pre-zoned A (Agricultural). This annexation was initiated by the City of Bakersfield. There are no current plans to develop the property.

The purpose of the annexation request is to provide additional lands to accommodate the City’s 6th cycle vacant sites inventory as part of the California state-mandated Housing Element Update. This area will be added into Ward 4.

FISCAL IMPACT:

The exchange of property tax revenues for this annexation is covered under the Master Tax Split Agreement (Memorandum of Understanding 15-277) between the City of Bakersfield and the County of Kern.
