FROM: Kristina Budak, Water Director
DATE: May 28, 2025
SUBJECT: Amendments to agreements for Granular Activated Carbon changeouts services for the domestic water system FY25-26

1. Amendment No. 2 to Agreement No. 2023-155 with Aqueous Vets (extend term by one year and increase compensation by $ 500,000; revised not to exceed $2, 500,000).

RECOMMENDATION:

Staff recommends approval of amendments.

BACKGROUND:

The City of Bakersfield owns a domestic water system on the west side of Bakersfield. The system utilizes well head treatment consisting of fifty -five (55) granular activated carbon (GAC) vessel pair s at multiple well sites for the removal of the groundwater contaminant 1,2,3 – Tri chloropropane (TCP). Once the GAC media has reached its adsorption capacity, it requires full replacement.

On June 28, 2023, the City entered into Agreement No. 2023-155 with Aqueous Vets and Agreement No. 2023-156 with Carbon Supply Inc (Carbon Supply) to provide GAC changeout services. Both were selected through a formal Request for Qualification and Proposal process.

Since the agreements were awarded, Aqueous Vets and Carbon Supply have completed multiple GAC changeouts for the Domestic Division. The department now seeks to extend the term of both contracts and increase the compensation limits to support ongoing needs.

The proposed amendments would increase the compensation for Aqueous Vets by $500,000, for a revised not-to-exceed amount of $2,500,000, and for Carbon Supply by $1,500,000, for a revised not -to-exceed amount of $5,000,000. Additionally, each contract would be extended by one year, until June 30, 2026.

FISCAL IMPACT:

Sufficient funds are budgeted in the Domestic Water Fund for these amendments, therefore, there is no impact to the General Fund.

COUNCIL GOAL:

Reliable Infrastructure
