ADMINISTRATIVE REPORT
MEETING DATE: June 11, 2025 AGENDA CATEGORY: Consent - Agreement TO: Honorable Mayor and City Council
FROM: Kristina Budak, Water Director
DATE: May 28, 2025
SUBJECT: Design Consultant Agreement with AECOM Technical Services, Inc. (not to exceed $229,773) to provide design and engineering services for the Wastewater Division Septage Processing Unit Project.
RECOMMENDATION:
Staff recommends approval of consultant agreement.
BACKGROUND:
The Wastewater Division operates four septage receiving stations, with two septage receiving stations at Wastewater Treatment Plant No. 2 (WWTP2) and two septage receiving stations at Wastewater Treatment Plant No. 3 (WWTP3). These stations receive septage from permitted haulers and are equipped with processing units that remove rocks, gravel, rags, and coarse solids from the septage, which reduces the potential for damage to downstream equipment.
In Fiscal Year 2024-25, City completed construction of Project E3K304, which upgraded one of the septage receiving stations at WWTP3. The upgraded station has demonstrated consistent performance and confirmed the effectiveness of the new technology in meeting the operational requirements of the Wastewater Division.
At this time, both septage receiving stations at WWTP2 and one of the septage receiving stations at WWTP3 are nonfunctional and damaged beyond repair. With only one operational station in service , the Wastewater Division is unable to reliably accommodate the current and increas ing volume of septage deliveries.
To address this issue and maintain dependable service for permitted haulers, AECOM Technical Services, Inc. was selected from the City’s On -Call Library of Professional Firms to provide design and engineering services for this project after their proposal was found to be acceptable and favorable to the City.
FISCAL IMPACT:
Sufficient funds are budgeted in the Sewer Enterprise Fund capital improvement program for this agreement, therefore, there is no impact to the City General Fund for this consultant agreement.
COUNCIL GOAL:
Reliable Infrastructure
