ADMINISTRATIVE REPORT

MEETING DATE: June 11, 2025 AGENDA CATEGORY: Consent - Resolutions TO: Honorable Mayor and City Council
FROM: Randy McKeegan, Finance Director
DATE: June 4, 2025
SUBJECT: Dispense with Bidding for the purchase of four (4) Altec aerial trucks for the General Services Division.

Resolution determining that Altec aerial trucks can most efficiently be obtained through cooperative procurement bidding procedures from Altec Industries, Inc. and authorizing the Finance Director to dispense with bidding for the purchase of four units in the amount of $799,375.

RECOMMENDATION:

Staff recommend adoption of the resolution and approval of the purchase

BACKGROUND:

This purchase of four Altec aerial trucks for the General Services Division within the Public Works Department will replace units that are more than 14 years old, require significant repairs, and meet the criteria for replacement as determined by the Fleet Division. In all cases, the cost of repairs exceeds the current value of the units. The units will be replaced with newer units providing more efficiency.

The City municipal code section 3.20.060(D)(6) allows the C ity to dispense with bidding when it is determined that the equipment is not available from local vendors and that it is in the best interests of the City, and to the City’s economic advantage that such equipment be obtained at the lowest possible cost by entering into a cooperative procurement contract that was competitively bid within the last thirty- six months or is one that is still active and valid.

Altec Industries, Inc. has entered into a competitive procurement contract with Sourcewell to offer discount pricing for their equipment. Staff recommend adoption of the Resolution to dispense with bidding for the purchase of four Altec aerial trucks in the amount of $799,375 for General Services Division within the Public Works Department.

FISCAL IMPACT:

Funds in the amount of $780,000 are budgeted in the Equipment Management Fund for this purchase.

Staff will use previously approved contingency funds to cover the shortage of $19,375 to complete the purchase.

COUNCIL GOAL:

Innovative and Efficient City Government
