BACKGROUND:

The Water Department is responsible for the City’s Domestic Water system and the Kern River System, including several canals. Periodically, the Department requires well and pump services, either planned or under emergency conditions, to maintain and improve these systems. Typical services include installation, inspection, repair, modification, and/or replacement of water wells, pumps, and miscellaneous equipment. Such equipment may include p ump motors, bowls, bearings and housing shafts, coupling seals, electrical connections, water flow meters, discharge piping, well liners, and well casings.

On April 1, 2025, staff advertised a request for qualifications for these services. On April 25, 2025, the following five firms submitted statements of qualifications (SOQs):
 Bakersfield Well and Pump
 Kaweah Pump Inc.
 Layne
 S.A. Camp
 South Valley Companies

City staff recommends approval of agreements with the following two contractors based upon their qualifications and fee proposal being the most favorable to the City:
 Bakersfield Well and Pump
 South Valley Companies

These firms were selected for their extensive experience in domestic water system wells and pumps, their familiarity and knowledge of the City’s facilities and operations, and the regulatory agencies to which we report.

Since specific scopes of work have not yet been determined, the compensation amount for Bakersfield Well and Pump is set at a not-to-exceed total of $2,500,000 and compensation amount for South Valley Companies is set at a not-to-exceed total of $2,500,000 for a three-year term.

Project assignments will be based on the firm’s experience and expertise, according to needs that arise.

FISCAL IMPACT:
