BACKGROUND:
The HOME Investment Partnerships American Rescue Plan (HOME-ARP) provides funding to participating HOME jurisdictions to reduce homelessness and increase housing stability. HOME-ARP provided $5 billion to assist individuals or households who are homeless, at risk of homelessness, and other vulnerable populations, by providing housing, rental assistance, supportive services, and non- congregate shelter to reduce homelessness and increase housing stability across the country.
In September 2021, the Department of Housing and Urban Development (HUD) conditionally allocated $5,458,039 to the City of Bakersfield in HOME-ARP funds and provided guidelines on the requirements to prepare and submit an Allocation Plan.
On May 28, 2024, the City of Bakersfield released its HOME-ARP Notice of Funding Availability (NOFA) for the development of affordable rental housing units, supportive services and non-profit capacity- building assistance to serve qualifying populations.
The Housing Authority of the County of Kern (Authority) submitted a proposal for $1,400,000 in HOME- ARP funds for forty-eight (48) permanent housing units that lack a housing subsidy at CityServe Elevate Apartments, located at 3201 F St, Bakersfield, CA 93301. The funding will establish a capitalized project operating cost assistance reserve ($1,100,000) and will also provide tenants with onsite supportive services ($300,000) for five years.
At this time, half of the units are occupied while the construction team works through the final occupancy requirements for the 3rd and 4th floors. Once complete, the full project will provide 126 units to people experiencing homelessness or at risk of homelessness and homeless youth or youth at risk of homelessness.
