ADMINISTRATIVE REPORT

MEETING DATE: June 25, 2025 AGENDA CATEGORY: Consent - Agreement TO: Honorable Mayor and City Council
FROM: Kristina Budak, Water Director
DATE: June 13, 2025
SUBJECT: Agreement with Meyer Civil Engineering Inc. (not to exceed $158,400.00) for Well CBK-85 Construction Project professional engineering services (Ward 5)

RECOMMENDATION:

Staff recommends approval of the agreement.

BACKGROUND:

On August 21, 2015, City contracted Porter & Associates, Inc. to conduct a water study for the Stockdale River Ranch development. The study concluded that three municipal wells, in addition to a 300,000-gallon storage tank , are needed to ensure adequate flow and pressure for the Stockdale River Ranch development. The Water Department’s Well CBK -85 Construction Project is one of the three proposed wells to address these demands.

On May 27, 2025, staff referenced Resolution 157-2022 for the list of On-Call Library of Professional Firms and sent a Request for Fee Proposal for design services to Meyer Civil Engineering Inc. (Meyer). On June 10, 2025, Meyer provided a proposal for their services.

City staff recommends approval of agreement with Meyer based upon their qualifications and fee proposal being favorable to the City.

Meyer’s services were requested for their extensive experience with groundwater wells and their related infrastructure and their familiarity and knowledge of the regulatory agencies City reports to.

FISCAL IMPACT:

Sufficient funds are budgeted in the Water Department’s Capital Improvement Budget within the Domestic Water Fund, therefore, no General Fund dollars will be expended for this project.

COUNCIL GOAL:

Reliable Infrastructure
