ADMINISTRATIVE REPORT

MEETING DATE: June 25, 2025 AGENDA CATEGORY: Consent-Agreements TO: Honorable Mayor and City Council
FROM: Christian Clegg, City Manager
DATE: June 10, 2025
SUBJECT: Amendment No.1 to Agreement No. 2024-165 with Henrietta Weill Child Guidance Clinic (reduce grant award by $20,043, revised not to exceed $429,957; and extend term to December 31, 2025) for a socioecological model focused on using a public health approach to expand on gun violence reduction efforts

RECOMMENDATION:

Staff recommend approval of the Amendment.

BACKGROUND:

In July 2022, the Board of State and Community Corrections' (BSCC) awarded the City of Bakersfield a multi- year California Violence Intervention and Prevention ( CalVIP) Cohort 4 grant to implement a Socioecological Model focused on using a public health approach to expand on the City' s gun violence reduction efforts. These efforts aim to prevent and reduce gun violence by addressing the 5 Social Determinants of Health, which include: social and community context; access to education; economic stability; access to healthcare; and neighborhood and built environment. During the first few years of the grant period, Henrietta Weill Child Guidance Clinic was unable to secure a licensed therapist, stemming from an industry-wide shortage.

On June 26, 2024, after Henrietta Weill Child Guidance Clinic successfully recruited a licensed therapist, the CITY entered into Agreement No. 2024-165 to obtain mental health services for the CalVIP program.

The City received approval from BSCC to reduce Henrietta Weill Child Guidance Clinic grant award amount by Twenty Thousand and Forty-Three Dollars ($20,043) of underutilized funding to be used towards other program services, for a new not to exceed amount of Four Hundred Twenty-Nine Thousand Nine Hundred Fifty-Seven Dollars ($429,957 ). Therefore, the City desires to amend the agreement to reduce the compensation and extend the term by six (6) months to continue obtaining comprehensive individual and family wrap- around evidenced- based social services and trainings to help reduce gun violence.

FISCAL IMPACT:

Funding for this agreement is derived solely from grant funds. The General Fund is not affected.

COUNCIL GOAL:
