RECOMMENDATION:
Staff recommends approval of the Amendment.
BACKGROUND:
In July 2022, the Board of State and Community Corrections’ (BSCC) awarded the City of Bakersfield a multi-year $3,114,625 California Violence Intervention and Prevention (CalVIP) Cohort 4 grant (Grant Award #BSCC 873-22) to implement a Socioecological Mod el focused on using a public health approach to expand on the City’s gun violence reduction efforts. The City' s CALVIP strategy' s goal includes: (1) reducing violence as measured by homicides and non -fatal injury shootings; (2) promoting opportunity and reducing recidivism for young people at highest risk of violence; and (3) strengthening community - police relations, particularly with residents at disproportionately high risk of involvement in violence.
On September 27, 2023, the City entered into Agre ement No. 2023 -235 with Stay Focused Ministries utilizing CalVIP Cohort 4 funding for an outreach worker who will provide immediate incident response and mediation to prevent retaliation between individuals and groups within the City to help reduce gun violence. BSCC recently extended the end date of the CalVIP Cohort 4 grant, from December 31, 2025, to June 30, 2026. Therefore, the City desires to amend the agreement to modify the scope of work, remove the fee schedule yet maintain the same compensation amount, and extend the term to June 30, 2026.
