FROM: Zachary Meyer, Public Works Director
DATE: May 14, 2025
SUBJECT: Amendment No. 1 to Agreement No. 2024-173 with Premier Valley Transport Inc. (increase compensation to $200,000, revised not to exceed $700,000; and to extend term to June 26, 2026) to continue moving and transporting material at the Mount Vernon Organics Recycling and Composting Facility.

RECOMMENDATION:

Staff recommends approval of the Amendment.

BACKGROUND:

The Solid Waste Division uses City-owned wheel loaders and conveyors to load trucks operated by private contractors for transporting and distributing both unprocessed and processed materials at the Mount Vernon Organics Recycling and Composting Facility. Services for this work were solicited thro ugh a Request for Qualifications and Proposals (RFQ&P). Bid evaluations were based on the types of trucks proposed and their hauling capacities to various locations.

On June 26, 2024, the City Council awarded a $500,000 contract to Premier Valley Transpor t Inc. to provide the required services. The company was recommended based on a comprehensive evaluation of qualifications, reliability, experience, and cost —offering the most favorable proposal for the City. The agreement includes an option for annual ren ewal for up to four additional one -year terms, subject to mutual agreement and the City’s discretion.

Staff currently recommends amending Agreement No. 2024 -173 to extend the term by one additional year, through June 26, 2026 with the option of three addi tional one -year terms , and to increase the contract amount by $200,000, for a revised not to exceed amount of $700,000.

FISCAL IMPACT:

This Agreement is funded through the Refuse Enterprise Fund, resulting in no impact to the City’s General Fund. Additionally, approximately 63% of the cost will be reimbursed by Kern County under the Green Waste Cost Sharing Agreement.

COUNCIL GOAL:

Innovative and Efficient City Government
