SUBJECT: Amendment No.2 to Agreement 2023-214 with Compassion Christian Center (modify the scope of work, remove fee schedule, and extend the term to December 31, 2025) for intervention, prevention, and mentoring services to educate, motivate, and rehabilitate high-risk individuals of gun violence
RECOMMENDATION:
Staff recommend approval of this Amendment.
BACKGROUND:
On September 13, 2023, the City entered into Agreement 2023-214 with Compassion Christian Center for intervention, prevention, and mentoring services to educate, motivate, and rehabilitate high -risk individuals of gun violence. On June 26, 2024, the City amended Agreement 2023-214 to increase the total compensation by One Hundred Twenty Thousand Dollars ($120,000) for a total compensation amount not to exceed Two Hundred Seventy Thousand Dollars ($270,000) and extend the term to June 30, 2025 .
Compassion Christian Center has been a part of the program since its establishment and has played a large role in helping the City reduce gun violence.
In February of 2025, the City of Bakersfield established the Office of Violence Intervention and Prevention (“OVIP”) to formalize the California Violence Intervention and Prevention (“CALVIP”) program efforts, requiring CALVIP to be changed to OVIP. The City desires to continue its partnership with Compassion Christian Center by again amending Agreement 2023-214 to modify the scope of work, remove compensation fee schedule, and extend the term to December 31, 2025.

FISCAL IMPACT:
Funding for this agreement is derived solely from grant funds. The General Fund is not affected.
