SUBJECT: Amendment No. 2 to Agreement No. 2024-054 with Galls, LLC (extend the term date to July 1, 2026) for the purchase of Outer Vest and Ballistic Vest Inserts for the Bakersfield Police Department.
RECOMMENDATION:
Staff recommends approval of this amendment
BACKGROUND:
The Bakersfield Police Departments (BPD) officers are incurring hip and back injuries at an alarming rate.
A large portion of the injuries are related to wearing the traditional police duty belts which can weigh up to 20 to 30 pounds, putting pressure on the hips and backs of officers. The BPD has researched alternatives that can reduce the risk of injury to in-service officers and allows officers with current back and hip injuries to return to work, lengthening their careers.
One of the alternatives to the traditional police duty belts is the load bearing outer vest.
Load bearing outer vests are worn over officer’s uniforms and allows an officer to move much of their gear from thei r belt to the vest. This provides relief and helps to mitigate long -term injuries by redistributing the weight away from the hip and lower back.
On July 24, 2023, BPD solicited a Request for Proposal (RFP) to procure professional service for Outer Vest and Ballistic Vest Inserts for the City of Bakersfield Police Department. The RFP generated six responses whereas GALLS, LLC. was selected as it was determined they could best meet the demands and requirements of the RFP.
On February 28, 2024, the CITY entered into Agreement No. 2024-054 with GALLS, LLC. in the amount of $223,062 and a term date of July 1, 2024, to procure outer vests and ballistic vest inserts for the Bakersfield Police Department.
On June 12, 2024, the CITY entered into Amendment No. (1) to Agreement No. 2024-054 and increased compensation by $327,000 for a new not to exceed amount of $550,062 and extended the term date to July 1, 2025.
The BPD now desires to amend Agreement No. 2024-054 to extend the term by one year for a new term date of July 1, 2026, to purchase additional outer vests and ballistic vest inserts pursuant to the cost pricing set forth in the agreement.
