BACKGROUND:

In July 2022, the Board of State and Community Corrections’ (BSCC) awarded the City of Bakersfield a multi-year $3,114,625 California Violence Intervention and Prevention (CalVIP) Cohort 4 grant (Grant Award #BSCC 873-22) to implement a Socioecological Model focused on using a public health approach to expand on the City’s gun violence reduction efforts.

The City' s CalVIP strategy' s goal includes: (1) reducing violence as measured by homicides and non- fatal injury shootings; (2) promoting opportunity and reducing recidivism for young people at the highest risk of violence; and (3) strengthening community - police relations, particularl y with residents at disproportionately high risk of involvement in violence. National Institute for Criminal Justice Reform (NICJR) is experienced, well qualified and a specialist in the field of gun violence reduction strategy trainings, and technical assistance. On June 12, 2024, the City entered into Agreement No. 2024-137 with the National Institute for Criminal Justice Reform utilizing CalVIP Cohort 4 funding for gun violence reduction strategies (GVRS) training and technical assistance.

BSCC recently extended the end date of the CalVIP Cohort 4 grant by six (6) months. Therefore, the City desires to amend the agreement to extend the term to December 31, 2025.
