ADMINISTRATIVE REPORT

MEETING DATE: June 25, 2025 AGENDA CATEGORY: Consent - Miscellaneous TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: June 13, 2025
SUBJECT: Class I Bike Path Along County Dump Rd Appropriation

Appropriate $28,512 in State Transportation Development Act (TDA) Article 3 funds to the Public Works Department’s Capital Improvement Program budget within the Transportation Development Act Article 3 Fund for said project (Ward 3)

RECOMMENDATION:

Staff recommends the appropriation of funds.

BACKGROUND:

This project added a Class I bike path along County Dump Road between Fairfax Road and Paladino Drive.

The Bike Path has eliminated gaps in the bike network and provided a safe and accessible bike path for all users. The existing facility was a road with limited striping, shoulders, and signs that present ed a danger to cyclists. The constructed bike path provided new pavement, striping, and pavement markings.

Construction of the bike path and parking area was completed in September of 2023. Staff believed the project to be complete and did not carryover the remaining TDA funds to the FY24/25 Budget. Staff was notified by Kern Council of Government staff that the projec t was not acceptable as a Class I bike path due to the absence of a gate to prevent vehicle use.

To fund the installation of the gate, staff is requesting to appropriate the required funds at this time. Staff is recommending the funding be appropriated and placed in the project fund (T2K323)

FISCAL IMPACT:

This project (T2K323) is funded through the Transportation Development Act Article 3 program with no required match with local funds. Therefore, no impact to the General Funds.

COUNCIL GOAL:

Reliable Infrastructure
Innovative and Efficient City Government
