ADMINISTRATIVE REPORT

MEETING DATE: June 25, 2025 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: June 2, 2025
SUBJECT: Design Consultant Agreement with AECOM ($172,250) for sewer lift Rehabilitation – Gosford Road and McCutchen Road(Ward 7).

RECOMMENDATION:

Staff recommends the approval of the agreement.

BACKGROUND:

As part of the City’s continuing investment in maintaining and improving sanitary sewer infrastructure, Design Engineering staff have been coordinating with Streets Division maintenance staff in identifying lift stations most in need of repairs. This project was identified as one with highest priority.

This lift station is located on the southeast corner of Gosford Road and McCutchen Road. It is the last lift station upstream of Wastewater Treatment Plant #3 and one of the largest in the City. The lift station is in need of new pumps, new check valves, safety upgrades at all hatches on site, electrical improvements, flow meter repair, overhead gantry crane repair, and other appurtenances necessary to bring the lift station up to current standards. At the same time, the rapid and significant growth in area s tributary to this station make it difficult to project the future demand this station and its pumps will face. For this reason, it is staff’s recommendation to initially proceed with the preliminary engineering phase to properly scope the work necessary for a comprehensive and successful project.

The City issued a Request for Proposal to firms already prequalified and part of the Public Works Department’s Library of Consultants. The firms targeted were those qualified under Water Resources Engineering and Civil Engineering with relevant lift station experience. Public Works staff determined AECOM was the most qualified firm for this project. Based on the firm’s qualifications and fee proposal being favorable to the City, staff recommends award of the design consultant agreement to AECOM.

Given the size and scope involved with this lift station, this is a multi -year project. The preliminary engineering phase of the project is covered with funds budgeted in FY 2023-2024, and funds to complete the design will be budgeted in a future fiscal year with a construction fund request to follow. Sufficient funds are budgeted to award this Design Consultant Agreement covering preliminary engineering.

FISCAL IMPACT:

The design for this project is fully funded through Sewer Enterprise Fund (SEF); therefore, there is no City General Fund impact associated with the award of this project. There are sufficient funds available for the award of this design consultant agreement to cover the preliminary engineering. There are n o construction funds budgeted at this time. The remaining design funds and construction funds will be requested as part of a future budget cycle.

COUNCIL GOAL:

Reliable Infrastructure
