BPD-Prevention Patrol- Request for Pricing Justification May 23, 2025 Stacey, Thank you for the opportunity to continue serving the Bakersfield Police Department- Prevention Patrol Program. We are honored by the trust you have placed in us over the last 5 plus years and are committed to maintaining the highest standards of safety, professionalism, and reliability that BPD expects and deserves. As per your request, we respectfully submit the following rationale in support of our proposed rate adjustment for the upcoming contract year. State-Mandated Wage Increases: California’s steadily rising minimum wage laws have significantly increased labor costs across the private security industry. Effective January 1, 2025, the state minimum wage rose to $16.50 per hour, with some jurisdictions exceeding this baseline. In addition, Senate Bill 525 introduced a tiered wage increase structure for healthcare-adjacent workers, which indirectly affects security officers stationed at educational or public facilities by raising wage expectations across the sector. To remain compliant, competitive, and attract qualified personnel, we have adjusted our wage scales accordingly. These increases are strictly aligned with state requirements and do not represent discretionary raises. Health Insurance & Compliance Costs: Trans-West remains committed to providing comprehensive health insurance and benefits to our officers. Over the past year, our insurance premium costs have increased by approximately 12%, driven by broader trends in the healthcare market. In addition, we invest significantly in regulatory compliance, including: - California labor law mandates (e.g., rest and meal break tracking) - Real-time GPS and reporting systems - Ongoing safety and de-escalation training These systems are critical in supporting accountability and transparency, and they ensure we exceed the City’s safety expectations.

Local Presence, Service Continuity & Rapid Response: Our ability to provide 24/7 rapid response and seamless staffing coverage - without disruption to Prevention Patrol operations—sets us apart from national firms. Despite inflationary pressures, we continue to: - Maintain a local dispatch center with round-the-clock oversight - Deploy supervisory personnel during critical events - Absorb increases in fuel, vehicle, and equipment costs to avoid separate surcharges This infrastructure ensures service continuity and safety for the CITY. Commitment to Partnership & Flexibility: We are open to continued dialogue regarding this proposal and welcome any feedback. Our goal is to ensure a mutually sustainable agreement that honors our shared priorities: student safety, budget accountability, and service excellence. We appreciate the opportunity to continue serve the city through the Bakersfield Police Department- Prevention Patrol Program and look forward to another successful year together.
