ADMINISTRATIVE REPORT

MEETING DATE: June 25, 2025 AGENDA CATEGORY: Consent - Resolutions TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: June 11, 2025
SUBJECT: Resolution of Local Support of Congestion Mitigation and Air Quality (CMAQ) Projects for Federal Fiscal Years 2026-27
and 2027-28

RECOMMENDATION:

Staff recommends approval of the resolution.

BACKGROUND:

The City of Bakersfield is eligible to apply for and receive federal funding for air quality improvement projects through a competitive program called Congestion Mitigation and Air Quality Program (CMAQ), which is included in the Moving Ahead f or Progress in the 21st Century (Map -21) legislation. In order to qualify for federal funds, projects must be eligible, chosen, and finally programmed in the Federal Transportation Improvement Program (FTIP). The FTIP is a federal document which is administered by the Kern Council of Governments (KernCOG). To start the process of placing projects onto the FTIP, KernCOG issues a "Call for Projects" every two years.

Recently, KernCOG issued the Call for Projects for the 202 6/2027 and 2027/2028 Federal fiscal years.

Proposed projects for these two Federal fiscal years include:

 2026/2027: Adaptive Signal Coordination and Fiber Optic Cable Installation along California Avenue between Oak Street and Dr. Martin Luther King Jr. Blvd (Ward 2), Adaptive Signal Coordination and Fiber Optic Cable Installation along Olive Drive between Coffee Road and Renfro Road (Ward 4), Adaptive Signal Coordination and Fiber Optic Cable Installation along Union Ave & the Memorial Medical Corridor (Wards 2 & 3), and Niles Street Corridor Improvements between Virginia Street to Baker Street (Ward 2).

 2027/2028: Adaptive Signal Coordination and Fiber Optic Cable Installation along Wilson Road between Edgemont St and Chester Ave (Wards 1 & 6 ), Adaptive Signal Coordination and Fiber Optic Cable Installation along Planz Road between Wilson Road and Union Ave (Wards 1 & 6), and Adaptive Signal Coordination and Fiber Optic Cable Installation along Gosford Road between White Lane and Panama Lane, Harris Road between Gosford Road and Mountain Vista, and Old River Road between Harris Road and McCutchen Road (Wards 5, & 6 ), Adaptive Signal Coordination and Fiber Optic Cable Installation in the Downtown Core (‘F’ St, ‘H’ St, ‘L’ St, & ‘Q’ St from Truxtun to 21 st ) (Ward 2), Monitor Street Corridor Improvements from Merrimac Ave to Fairview Road (Ward 7), Beach Park Bridge (Ward 2).

Applications for the above referenced projects are due to KernCOG by July 17, 202 5. These applications must include a resolution adopted by the City Council committing to fund the required local match if our projects are chosen.

The resolution assures KernCOG that the City of Bakersfield will fund the required local match for the CMAQ projects that are chosen. Historically, gas tax revenues have been used to fund the local match requirements. The local match requirement is 11.47% of total project costs. Projects typically funded through the CMAQ program include roundabouts, signal int erconnect/synchronization, and roadway improvement projects that reduce congestion.

FISCAL IMPACT:

The CMAQ funding is federal dollars which will finance 88.53% of the project with t he local match requirement of 11.47% thus the gap in the project costs coming from City Gas Tax Funds. Therefore, no impact on the General Funds. Projects will be budgeted during the Regular Budget Process for each Fiscal Year.

COUNCIL GOAL:

Reliable Infrastructure
