MEETING DATE: June 25, 2025 AGENDA CATEGORY: Consent-Resolutions TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: June 9, 2025
SUBJECT: Resolution of Local Support of Regional Surface Transportation Program (RSTP) Projects for Federal Fiscal Years 2026-27 and 2027-28 (Ward 2, 3 and 7)
RECOMMENDATION:
Staff recommends approval of the resolution.
BACKGROUND:
The City of Bakersfield receives federal funding for pavement rehabilitation projects through the Regional Surface Transportation Program (RSTP) via the Federal Highway Administration (FHWA). In order to qualify for federal funds, projects must be programmed in the Federal Transportation Improvement Program (FTIP). The FTIP is a federal document that is administered by the Kern Council of Governments (KernCOG). To start the process of placing projects onto the FTIP, KernCOG issues a call for projects every two years.
KernCOG recently issued the call for projects for the federal Fiscal Years 2026 -2027 and 2027 -2028.
Proposed projects include:
2026-2027: Pavement Rehabilitation 2026 -2027 RSTP: Panama Lane from Stine Road to Stat e Route 99 (Ward 7); and Pavement Rehabilitation 2026 -2027 RSTP: Oak Street from California Avenue to 24th Street (Ward 2).
2027-2028: Pavement Rehabilitation 2027-2028 RSTP: California Avenue from H. Street to Union Avenue (Ward 2); and Pavement Rehabilitation 2027 -2028 RSTP: Buck Owens Blvd from 24 th Street to Rio Mirada Drive (Ward 3).
Applications for the above-mentioned projects are due to KernCOG by July 17, 2025. These applications must include a resolution adopted by the City Council that commits the City to fund the required local match if the grant applications are successful.
The City will apply for a total of $ 6,951,000 in federal funds for FY 2026-2027; and $7,125,000 in federal funds for FY 2027-2028, with both fiscal years funding coming from the RSTP program. The total for both fiscal years is $14,076,000 in federal funding. The local match requirement for FY 2026-2027 is $900,575 and the local match requirement for FY 2027-2028 is $923,119 for a total local match requirement of $1,823,694. The local match requirement will be entirely funded from gas tax revenues.
The local match requirement is 11.47 percent of total project costs. Adoption of this resolution allows the City to apply for $14,076,000 of federal funding for specific pavement rehabilitation projects.
FISCAL IMPACT:
This resolution will apply for federal funding with the local match requirement paid from gas tax revenues; therefore, there is no general fund impact associated with this action.
