ADMINISTRATIVE REPORT

MEETING DATE: June 25, 2025 AGENDA CATEGORY: Consent – Bids TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: June 25, 2025
SUBJECT: Street Lighting Improvements along Chester Ave from 34th St to Columbus St

Reject all Bids received for the street lighting improvement project for Chester Ave from 34th St to Columbus St. (Ward 3)

RECOMMENDATION:

Staff recommends rejection of all bids.

BACKGROUND:

The purpose of this project is to improve pedestrian and vehicular safety along City streets. The Public Works Department conducted a street light study in September of 2022 to identify City areas that lacked street lighting and continues to work with Council and street staff to identify future conflicted areas.

The work to be performed consists, in general, of the installation of City -furnished streetlight poles with 6’ mast arms and solar panels, City-furnished solar luminaries, pull boxes, the construction of a new curb ramp and sidewalk, all in conformance with the contract documents.

Public Works reviewed the bids received, which were opened on May 22, 2025. The engineer’s estimate for this project was $134,000.00.

The following bids were received:

Loop Electric Inc. In the amount of $110,955.00
7040 Downing Avenue
Bakersfield, CA 93308

Synergy Construction & Development Corp. In the amount of $119,740.00 5109 Pomerado Way
Bakersfield, CA 93313

Innovative Engineering System In the amount of $142,611.30 8800 Crippen Street
Bakersfield, CA 93311

PTM General Engineering Services, Inc. In the amount of $145,045.00 5942 Acorn Street
Riverside, CA 92504

On May 29, 2025, staff received a formal bid protest alleging deficiencies in the low bi dder’s proposal.

Upon further review, staff noticed several deficiencies and inconsistencies in 3 out of 4 proposals due at

least in part to ambiguities and inconsistencies in the bid specifications concerning requirements for responsive bid submittals.

Due to inconsistencies in received proposals, staff recommends rejecting all bids and readvertising the project. Staff will revise the City bid specifications and contract documents to clarify requirements and to ensure a fair and competitive bidding process.

FISCAL IMPACT:

The action to reject bids will have no fiscal impact.
