AGREEMENTS
Item 7.e.2 HHAP-6 MOU for Regional Homelessness Response (All Wards) In February 2025, the California Department of Housing and Community Development (HCD) announced the availability of Homeless Housing, Assistance and Prevention Program Round 6 (HHAP -6) funding, a $1 billion block grant authorized by Assembly Bill 166 and approved by Governor Newsom. The County of Kern was allocated $3,045,569.61, the City of Bakersfield was allocated $6,504,298.17; and the Bakersfield Kern Regional Homeless Collaborative (BKRHC) was allocated $3,252,720.70 for a total of $12,802,588.48 for the Kern region. To access these funds, participating jurisdictions must submit a signed Memorandum of Understanding (MOU) outlining their roles in outreach, site coordination, housing development, and service delivery for individuals experiencing or at risk of homelessness. The MOU defines the collaborative framework and shared responsibilities for implementing the Regionally Coordinated HHAP -6 Program and Action Plan. There is no impact to the General Fund.
Items 7.e.3 – 7e.8 Transformative Climate Change Contracts (Wards 1,2,3) In 2023, the City of Bakersfield, in collaboration with local organizations and the community, launched the Southeast Strong initiative as part of its application for a Transformative Climate Communities (TCC) grant from the California Strategic Growth Council (SGC). Focused on revitalizing Southeast Bakersfield, the initiative includes projects such as affordable housing, urban greening, transportation and energy efficiency improvements, and resident support programs. On March 10, 2025, the City formalized its efforts by entering into a $22.1 million agreement (SGC23129) with SGC to fund these transformative efforts. These six (6) agreements would award community partners with TCC funds for their respective projects with three (3) focusing on the Strong Community Engagement Plan (CEP) and two (2) focusing on the Southeast Strong Displacement Avoidance Plan (DAP).

Item 7.i.2 Auburn Street Affordable Housing (Ward 3) On October 23, 2024, the City of Bakersfield entered into Agreement No. 2024 -285 with Auburn Oaks I, LP to support the construction of 60 new affordable housing units at 6201 Auburn Street. The City committed a $2,960,477 loan using a combination of funds from ARPA, the California Local Housing Trust Fund (LHTF), Public Safety Vital Services (PSVS), and the City’s Affordable Housing Trust Fund (AHTF). On March 17, 2025, the California Department of Housing and Community Development (HCD) requested clarifica tion of the funding sources for LHTF and the required City match. Staff seek s to amend the agreement to clearly identify these sources, with an updated scope of work reflecting the breakdown. No additional funding is being requested, as the PSVS allocation was already included in the FY 2022 -23 budget and the City's 2023 Notice of Funding Availability.
