MEETING DATE: 7/9/2025 AGENDA CATEGORY: Consent – Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: 6/25/2025
SUBJECT: Contract Change Order Nos. 85, 170, 171, and 175 to Agreement No. 19-069 with Security Paving Company (increasing compensation by $112,755.11; revised not to exceed $152,018,595.19) for the Centennial Corridor Mainline Project. (Wards 1, 2, & 3)
RECOMMENDATION:
Staff recommends approval of the change orders.
BACKGROUND:
The Centennial Corridor Mainline Project (Project) proposes to extend State Route 58 (SR -58) from the current terminus as a freeway at State Route 99 (SR -99) to the Westside Parkway. At the SR -58/SR-99 interchange, the Project adds a collector -distributor on the northbound SR -99 and constructs a new northbound to westbound connector. The Project also includes various local road improvements including; realignment and introducing cul-de-sacs at the end of local roads along the corridor, widening and realignment of Chester Avenue at SR -58, and construction of a traffic signal at the eastbound SR-58 ramps/Brundage Lane intersection (which is part of the SR -58/Cottonwood Road interchange). This Project was awarded in July of 2019.
Change Order No. 85 compensates the contractor for modifications to Drainage Systems 1, 3, and 5 at the Marella Bridge and extending the welded steel pipe at Abutment 1 of the Stockdale Bridge. These modifications extend steel pipes and casings to 5’ beyond the approach slabs per Standard Plans. This change order results in a net increase of $12,755.11.
Change Order No. 170 compensates the contractor for (1) replace in kind the reinforcement steel in the sidewalk and ADA ramps at the northwest, northeast, and southwest corners of the Chester/58 Overcrossing Bridge, (2) remove and replace in kind the sidewalk and ADA ramp at the southeast corner of said bridge, (3) remove the sidewalk and construct a driveway at 230 S Chester Avenue, and (4) remove the southernmost wing of driveway and relocate it 5’ to the south at 229 S Chester Avenue. This change order results in an estimated increase of $65,000.00.
Change Order No. 171 compensates the contractor for the installation of Conduit No. 14 and a new electric pull box at the southwest corner of Chester Avenue and Richland Street. The conduit and pull box were shown as existing in the plans but were not found in the field. This change order results in an estimated increase of $10,000.00.
Change Order No. 175 compensates the contractor for installing and maintaining temporar y lighting at the northbound 99 to eastbound 58 connector. The permanent lighting could not be installed due to the foundations conflicting with the retaining wall footing. Lighting at this location had to be operational as a redesign was in progress. This change order results in an estimated increase of $25,000.00.
The Contractor has refused to sign these change orders alleging additional time and money. However, the Contractor needs to substantiate the request for time and money. In a good faith effort to make payments to the Contractor, staff recommends unilateral approval of these change orders using the engineer's calculated quantities and without the Contractor's signature. If the Contractor later submits acceptable justification for revisions to this change order, staff will review the additional information and, if changes are warranted, a supplemental change order may be in place on a future City Council Agenda.
