ADMINISTRATIVE REPORT
MEETING DATE: July 9, 2025 AGENDA CATEGORY: Consent-Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: June 23, 2025
SUBJECT: Design Consultant Agreement with Meyer Civil Engineering, Inc.. ($1,191,370.00) for Sewer Improvements along Buena Vista Road Phase 2 (Ward 5, 7)
RECOMMENDATION:
Staff recommends the approval of the agreement.
BACKGROUND:
As part of the City’s continuing investment in maintaining and improving sanitary sewer infrastructure, Design Engineering staff have been coordinating with Subdivision Engineering staff in identifying sewer trunk lines with capacity issues. The City previously hired Meyer Civil Engineering to conduct a feasibility study to address the capacity issues within the existing Buena Vista Road sewer trunk line. This project was identified as one with highest priority.
The purpose of this project is to address capacity deficiencies of the existing sewer trunk line beginning at the intersection of White Lane and Buena Vista Road and terminating at the sewer lift station located at the intersection of McCutchen Road and Gosford Road. This project will include the sizing and installation of a parallel sewer line that will run adjacent to the existing trunk line to increase system capacity. The project length is approximately five (5) miles and transversely crosses railroad tracks on two (2) occasions.
This project will also coordinate design efforts with another project to rehabilitate the sewer lift station at the intersection of McCutchen Road and Gosford Road.
The City issued a Request for Proposal to firms already prequalified and part of the Public Works Department’s Library of Consultants. The firms targeted were those qualified under Water Resources Engineering and Civil Engineering with relevant sewer experience. Public Works staff determined Meyer Civil Engineering was the most qualified firm for this project. Bas ed on the firm’s qualifications and fee proposal being favorable to the City, staff recommends award of the design consultant agreement to Meyer Civil Engineering.
Given the size and scope involved with this project, this is a multi -year project. The design phase of the project is covered with funds budgeted in FY 2025-2026, while construction funds will be requested in a future budget year. Sufficient funds are budgeted to award this Design Consultant Agreement covering the design phase.
FISCAL IMPACT:
The design for this project is fully funded through Sewer Enterprise Fund (SEF); therefore, there is no City General Fund impact associated with the award of this project. There are sufficient funds available for the award of this design consultant agreeme nt to cover the design phase. There are no construction funds budgeted at this time.
COUNCIL GOAL:
Reliable Infrastructure
