ADMINISTRATIVE REPORT

MEETING DATE: July 23, 2025 AGENDA CATEGORY: Consent - Agreement TO: Honorable Mayor and City Council
FROM: Christian Clegg, City Manager
DATE: July 8, 2025
SUBJECT: Amendment 1 to Agreement 2022-174 with Wendale Davis Foundation (increase compensation $25,000, revised not to exceed $485,500 and extend term to June 30, 2026) to implement a Socioecological Model focused on using a public health approach to expand on the City’s gun violence reduction efforts.

RECOMMENDATION:

Staff recommend approval of the amendment.

BACKGROUND:

In July 2022, the Board of State and Community Corrections (BSCC) awarded the City of Bakersfield a multi-year California Violence Intervention and Prevention (CalVIP) Cohort 4 grant totaling $3,114,625 (Grant Award #BSCC 873-22). The grant supports the implementation of a Socioecological Model using a public health approach to enhance the City’s ongoing efforts to reduce gun violence. On August 31, 2022, the City entered into Agreement No. 2022 -174 with the Wendale Davis Foundation, allocating CalVIP Cohort 4 funds to provide intervention, prevention, and mentoring services aimed at educati ng, motivating, and rehabilitating individuals at risk of gun violence.

The City of Bakersfield has continued to experience a decline in group-related gun violence, indicating the success of the program. BSCC recently extended the grant’s end date from De cember 31, 2025, to June 30, 2026. With this extension, the City was authorized to increase the Wendale Davis Foundation’s sub - grant by $25,000, bringing the total not-to-exceed amount to $485,500.

To reflect these updates, both the City and the Wendale Davis Foundation wish to amend Agreement No. 2022-174 to modify the scope of work, increase the compensation, and extend the agreement term through June 30, 2026.
