ADMINISTRATIVE REPORT
MEETING DATE: July 23, 2025 AGENDA CATEGORY: Consent - Agreements TO: Honorable Mayor and City Council
FROM: Zachary Meyer, Public Works Director
DATE: June 27, 2025
SUBJECT: Amendment No. 2 to Agreement No. 2023-010 with Harker Striping dba Harker Striping and Signage (increase compensation by $1,000,000 and extend the term to July 31, 2026) to provide on-call pavement striping and marking services for Public Works Street Maintenance Division.
RECOMMENDATION:
Staff recommends approval of the amendment.
BACKGROUND:
The Public Works Department’s Street Maintenance Division is responsible for pavement striping and marking on City-owned and maintained streets. Due to the increase in the number of street resurfacing projects, there is a need to supplement pavement striping and marking work performed by City staff.
Examples of pavement striping and marking services include, but are not limited to, various pavement markings, striping, and crosswalks.
Harker Striping, Inc., dba Harker Striping and Signage , will focus on newly resurfaced streets or applying thermoplastic striping and markings. Thermoplastic pavement markings don’t crack, chip, or shatter from impact, allowing for quicker striping and long -lasting results. The Streets Division does not have the equipment to install thermoplastic striping.
On July 24, 2024, C ouncil approved Amendment No. 1 to Agreement No. 2023 -010, increasing compensation by $500,000 with a new not to exceed amount of $1,000,000 and extending the term to July 31, 2025.
Harker Striping has continued to provide reliable and satisfactory pavement striping and marking services for the City of Bakersfield. Staff recommends approval of Amendment No. 2 to Agreement No. 2023-010 to increase the compensation by $1,000,000. The City has elected not to renew its agreement with the second striping vendor . As a result, Harker Striping will assume the additional workload previously performed by the other vendor, and the increased compensation reflects the expanded scope of services needed to meet the City’s ongoing striping demands.
FISCAL IMPACT:
The agreement will be funded with varying funding sources, including one-time Capital Improvement Funds, State Gas Tax Capital Improvement Funds, and the Street Division Street Maintenance General Fund Operating account.
COUNCIL GOAL:
Reliable Infrastructure
Safety and Resilience
