ADMINISTRATIVE REPORT
MEETING DATE: July 23, 2025 AGENDA CATEGORY: Consent- Miscellaneous TO: Honorable Mayor and City Council
FROM: Kevin Albertson, Fire Chief
DATE: July 10, 2025
SUBJECT: Appropriate $20,000 Fire Trust-Hazmat Penalty Funds to the Certified Unified Program Agency (CUPA) Fund Operating Budget for the purchase of new 3-ton package unit and shower upgrade at Fire Station 1.
RECOMMENDATION:
Staff recommends approval of the appropriation.
BACKGROUND:
The Bakersfield Fire Department Fire Prevention Division administers the Certified Unified Program Agency (CUPA), which oversees the regulation of hazardous materials and hazardous wastes within the City of Bakersfield. A special CUPA Trust Fund exists for administering this State-mandated program.
To maintain a safe and functional workspace for our Fire Prevention Division, essential upgrades are planned at Fire Station 1. The current heating and air conditioning unit serving the second floor—where prevention staff operate—has reached the end of its useful life and is no longer repairable. In addition, the current shower facility used by Fire Prevention personnel after emergency responses for decontamination is outdated and requires significant repairs.
Pursuant to Health and Safety Code 25404.1.1(I), funds collected through CUPA enforcement actions and deposited into a designated special account may be expended by the Unified Program Agency for related functions that directly support the Certified Unified Program Agency (CUPA) program.
Staff requests the appropriation of $20,000 Fire Trust Hazmat Penalty Funds to the CUPA Fund operating budget to fund the cost of these improvements.
FISCAL IMPACT:
This project will be provided from the Fire Trust -Hazmat Penalty Account. Penalty account is used for functions in support of the CUPA program.
COUNCIL GOAL:
Innovative and Efficient City Government
