DATE: June 25, 2025
SUBJECT: Job Specification and Salary Resolution Updates 7.23.25

1. New Job Specifications: Program Coordinator #26365

3. Amendment No. 42 to Resolution No. 44-93 setting salaries and related benefits for the Temporary Unit.

RECOMMENDATION:

Staff recommends adoption of the new job specification and Resolutions.

BACKGROUND:

Human Resources oversees the administration of citywide class specifications. Periodically class specifications require updates to reflect changes and/or modernization to reflect current duties and required minimum qualifications. These updates provide an accurate description of the job duties, which is essential in providing candidates with a comprehensive overview of positions during recruitment efforts. New classifications may also be created to support organizational growth and skills required to meet work requirements. A summary of position updates to support current operational goals is summarized below:

1. Program Coordinator #26365: The City Manager’s Office requested review of job duties for an administrative position allocated to the HELP Team of the Communications and Marketing unit of the City Manager’s Office, to ensure an accurate representation of assigned job duties.

The HELP Team ( https://www.bakersfieldcity.us/1041/HELP-Team) is responsible for receiving and coordinating responses to inquiries made through phone, e-mail, social media, in-person contact, staff cross -referrals and City Council referrals. Currently there ar e 2 positions allocated to the team: (1) supervisory and (1) administrative. In review, Human Resources is recommending the creation of a Program Coordinator position for the allocated administrative position as the Secretary I/II does not represent the scope of essential duties.

The new specification outlines essential functions which was presented and approved by the Miscellaneous Civil Service Board at their July 23, 2025, meeting.

2. Extra Help – Legal #91200: In limited circumstances, the City may ha ve legal matters which require staff representation, commentary, and general support throughout the proceedings.

While all assignments are limited in duration, some may require full -time schedule commitments for a period of up to three months. In these scenarios it is difficult to assign a current employee, who typically would be in a management capacity, to fulfill these assignments in addition to their already full -time roles. To support current work requirements and provide legal support former employees may be an option for these roles.

Currently the City Attorney’s Office seeks to employ a retired annuitant in an “extra -help” capacity.

A retired annuitant is a former employee who retired and separated from service with the City of Bakersfield. Due to prior service, incumbents possess a working knowledge of staff, programs and policy. Those returning will readily be able to assist with limited -term assignments or specific intermittent projects while providing a continuance of services and limiting workflow disruptions for a limited duration appointment . Retired annuitants have specific employment conditions regulated by the California Public Employees' Retirement System (CalPERS). A particular requirement limits the annual hours an incumbent may be employed and requires pay rates be part of an approved salary schedule. The position has been established based on a variety of projects and work duties within the department where extra-help assistance has been identified.

FISCAL IMPACT:

No additional budget requests, amounts are inclusive of FY 25-26 allocations.

COUNCIL GOAL:

Innovative and Efficient City Government
